Drugs, Crime And Prohibition Drugs, Crime and Prohibition Do drugs really cause crime, or is it our governments way of controlling the communities? Many people blame drugs for every problem in our society, but is it the true evil in our society? No one person can answer that question. There are only opinions and supposed theories on this issue. We have been taught over the years that drugs were bad and that they only affected the poor and less fortunate, and turned them into crazy criminals, but this isnt true to any extent. The laws controlling and prohibiting drugs are the true culprit. Would our crime levels decline if drugs were legalized to some extent, or would we just increase the destruction of our country? Over the past fifty years, prohibition has been proven to actually increase crime and drug use instead of its intended purpose, which was to extinguish the use of illicit drugs in the United States. We constantly here of prison over crowding, and why is that? Most of our prisons are filled with drug offenders, ranging from use to distribution of supposed illicit drugs. What is our country coming to? The purpose of this research paper is to view the advantages and disadvantages of the legalization of illicit drugs in the United States. I will examine each side of this major problem plaguing our fine country from past to present. People wake everyday to their normal and monotonous life without even thinking about what they are doing. They do not realize that they have been conditioned by the government and its laws to obey and follow the supposed norm of society. What is the norms of society, and who set the guidelines for them? No one can explain how these norms came about, they only know that they must follow them, or they could get in trouble with the law. We are going into the twenty first century, and we still follow laws that were passed hundreds of years ago. Why is this? We are a highly advanced country, but we spend time, lives and money on abiding by laws that were around before the automobile was even invented. I will begin with the history of our drug control policies, which have failed miserably, and examine the drug-crime connection. Policy History Drugs have been in this country since the beginning of time in some shape or form, which was used for personal and medicinal use. Usage of marijuana has been reported to date back to the founding of Jamestown (1). George Washington himself cultivated and used to relieve the pain of an aching tooth. Opium was accessible to anyone who wanted to purchase it, as Tylenol is today. People were able to obtain these drugs at any pharmacy or grocery store that stocked them. It was socially acceptable to use and sell drugs, but the addictive properties were not known at this time in history. In the beginning of the twentieth century, the Progressive movement wanted some form of drug regulation (1). There were a few factors that affected the change in public opinion. First, the US acquired the Philippine Islands, which gave the US a legal supply of opium to supply addicts. Second, was the concern over the affects that drugs had on people. Journalist at that time, who were highly influenced by t he government, published many fictional articles about crazy drug addicts, who raped and killed because of their drug use. Third, drugs were associated with blacks and Chinese immigrants, and this caused panic through the white communities( 1 ). In the early 1900s, President Roosevelt appointed three men, Rev. Charles Brent, an Episcopal bishop, Dr. Hamilton Wright, and Charles Tenney, a China missionary, to represent America at The Hague International Opium Convention of 1912. At this conference, the modern movement for abolitioning narcotics trafficking was began with the US involvement in the Philippines (2). Although there was regulations abroad, there was no legislation protecting the United States. In 1913, New York Representative Francis Harrison introduced two bills into Congress. The speaker understands that God Is someone she would never be with; she determines this Just by his demeanor. He Is graceful yet wild, and that sense of mysteriousness Intrigues her. She may be wondering If she actually could be with someone Like him; but she will never know for sure. She even wonders whether her experience was part of something more significant, God held me close/ and I felt for a moment/ Id mistaken hell,/ that he was Death/ and this the famous embrace/ before the lights go out. She felt so close to god, that at one point she questioned whether she was near death. She was not sure If these were her final moments and her life was flashing before her eyes. The speakers encounter with God Is what ultimately leads to her moment of self-discovery. In these few short minutes, the speaker learns that this dance with a stranger has had a significant Impact on her life. And I stood looking at a figure/ I wanted to slap/ or forgive for something/ I interacting with the speaker. To him, she was Just another woman at the club. This is shown when the speaker says, He left then, no thanks,] no sign/ that hed felt anything/ more than an earthly moment/ with someone who couldve been/ anyone on earth. The speaker may be angry that this dance does not mean as much to him as it does to her. His actions have now transformed her outlook on life, helping her uncover things about herself she did not know she desired. Though it was clear/ there was no going back/ to the man who brought me,] nice man with whom Id kissed and grown tired,] who danced wrong,] and never again/ could do anything right. At this point, the speaker has had an epiphany. She realizes that she no longer wants to live a monotonous life with a man she no longer loves. That one trivial dance with God has made her realize that life has so much more to offer; somewhere out there is something that can make her feel like herself once more. She now knows that she is not the type of woman who is satisfied with living a comfortable and unfulfilled lifestyle. The speaker wants to achieve happiness and feel alive again. Many people think that discovering things about oneself involves big changes or meaningful experiences. When in fact, it can be revealed through the simplest of events. As illustrated in this poem, all it took was one dance for the speaker to realize who she was- or wasnt. Through these events, individuals are able to find their place in the world and strive for what ultimately makes them happy.

The methods must allow all students to show their understanding and produce sufficient information to support credible and defensible statements about the nature and quality of their learning, so that others can use the results in appropriate ways. Assessment of learning methods include not only tests and examinations, but  also a rich variety of products and demonstrations of learning—portfolios, exhibitions, performances, presentations, simulations, multimedia projects, and a variety of other written, oral, and visual methods (see Fig. 2. 2, Assessment Tool Kit, page 17). What assessment method should I use? Graduation Portfolios Graduation portfolios are a requirement for graduation from British Columbia and Yukon Senior Years schools. These portfolios comprise collections (electronic or printed) of evidence of students’ accomplishments at school, home, and in the community, including demonstrations of  their competence in skills that are not measured in examinations. Worth four credits toward graduation, the portfolios begin in Grade 10 and are completed by the end of Grade 12. The following are some goals of graduation portfolios: †¢ Students will adopt an active and reflective role in planning, managing, and assessing their learning. †¢ Students will demonstrate learning that complements intellectual development and course-based learning. †¢ Students will plan for successful transitions beyond Grade 12. Graduation portfolios are prepared at the school level and are based on specific Ministry criteria and standards. Students use the criteria and standards as guides for planning, collecting, and presenting their evidence, and for self-assessing. Teachers use the criteria and standards to assess student evidence and assign marks. There are three major components of a graduation portfolio: 1. Portfolio Core (30 percent of the mark). Students must complete requirements in the following six portfolio organizers: arts and design (respond to an art, performance, or design work); community involvement and responsibility (participate co-operatively and respectfully in a  service activity); education and career planning (complete a graduation transition plan); employability skills (complete 30 hours of work or volunteer experience); information technology (use information technology skills); personal health (complete 80 hours of moderate to intense physical activity). 2. Assessment of learning is designed to be summative, and to produce defensible and accurate descriptions of student competence in relation to defined outcomes and, occasionally, in relation to other students’ assessment results. Certification of students’ proficiency should be based on a rigorous, reliable, valid, and equitable process of assessment and evaluation. Reliability  Reliability in assessment of learning depends on how accurate, consistent, fair, and free from bias and distortion the assessment is. Teachers might ask themselves: †¢ Do I have enough information about the learning of this particular student to make a definitive statement? †¢ Was the information collected in a way that gives all students an equal chance to show their learning? †¢ Would another teacher arrive at the same conclusion? †¢ Would I make the same decision if I considered this information at another time or in another way? Reference Points Typically, the reference points for assessment of learning are the learning  outcomes as identified in the curriculum that make up the course of study. Assessment tasks include measures of these learning outcomes, and a student’s performance is interpreted and reported in relation to these learning outcomes. In some situations where selection decisions need to be made for limited positions (e. g. , university entrance, scholarships, employment opportunities), assessment of learning results are used to rank students. In such norm-referenced situations, what is being measured needs to be clear, and the way it is being measured needs to be transparent to anyone who might use the assessment  results. Validity Because assessment of learning results in statements about students’ proficiency in wide areas of study, assessment of learning tasks must reflect the key knowledge, concepts, skills, and dispositions set out in the curriculum, and the statements and inferences that emerge must be upheld by the evidence collected. How can I ensure quality in this assessment process? Rethinking Classroom Assessment with Purpose in Mind †¢ 59 Assessment of Learning Record-Keeping Whichever approaches teachers choose for assessment of learning, it is their records that provide details about the quality of the measurement. Detailed records of the various components of the assessment of learning are essential, with a description of what each component measures, with what accuracy and against what criteria and reference points, and should include supporting evidence related to the outcomes as justification. When teachers keep records that are detailed and descriptive, they are in an excellent position to provide meaningful reports to parents and others. Merely a symbolic representation of a student’s accomplishments (e. g. , a letter grade or percentage) is inadequate. Reports to parents and others should identify the  intended learning that the report covers, the assessment methods used to gather the supporting information, and the criteria used to make the judgement. Feedback to Students Because assessment of learning comes most often at the end of a unit or learning cycle, feedback to students has a less obvious effect on student learning than assessment for learning and assessment as learning. Nevertheless, students do Ho w can I use the information from this assessment? Guidelines for Grading. 1. Use curriculum learning outcomes or some clustering of these (e. g. , strands) as the basis for grading. 2.Make sure that the meaning of grades comes from clear descriptions of curriculum outcomes and standards. If students achieve the outcome, they get the grade. (NO bell curves! ) 3. Base grades only on individual achievement of the targeted learning outcomes. Report effort, participation, and attitude, for example, separately, unless they are a stated curriculum outcome. Any penalties (e. g. , for late work, absences), if used, should not distort achievement or motivation. 4. Sample student performance using a variety of methods. Do not include all assessments in grades. Provide ongoing feedback on formative  performance using words, rubrics, or checklists, not grades. 5. Keep records in pencil so they can be updated easily to take into consideration more recent achievement. Provide second-chance assessment opportunities (or more). Students should receive the highest, most consistent mark, not an average mark for multiple opportunities. 6. Crunch numbers carefully, if at all. Consider using the median, mode, or statistical measures other than the mean. Weight components within the final grade to ensure that the intended importance is given to each learning outcome. 7. Differentiating Learning In assessment of learning, differentiation occurs in the assessment itself. It would make little sense to ask a near-sighted person to demonstrate driving proficiency without glasses. When the driver uses glasses, it is possible for the examiner to get an accurate picture of the driver’s ability, and to certify him or her as proficient. In much the same way, differentiation in assessment of learning requires that the necessary accommodations be in place that allow students to make the particular learning visible.  Multiple forms of assessment offer multiple pathways for making student learning transparent to the teacher. A particular curriculum outcome requirement, such as an understanding of the social studies notion of conflict, for example, might be demonstrated through visual, oral, dramatic, or written representations. As long as writing were not an explicit component of the outcome, students who have difficulties with written language, for example, would then have the same opportunity to demonstrate their learning as other students. Although assessment of learning does not always lead teachers to differentiate  instruction or resources, it has a profound effect on the placement and promotion of students and, consequently, on the nature and differentiation of the future instruction and programming that students receive. Therefore, assessment results need to be accurate and detailed enough to allow for wise recommendations. Reporting There are many possible approaches to reporting student proficiency. Reporting assessment of learning needs to be appropriate for the audiences for whom it is intended, and should provide all of the information necessary for them to make reasoned decisions. Rethinking Classroom Assessment with Purpose in Mind †¢ 61 Assessment of Learning An Example of Assessment of Learning  Elijah was interested in assessing student mastery of both the modern and the traditional skills required for survival in the Nunavut environment where he teaches. The overarching theme of survival is taught in the early grades and culminates at the senior level in a course delivered in Inuktitut. Students learn how to take care of themselves and others, and how to adapt what they know to the situation at hand. Survival requires not only skills and knowledge, but also a concept the Inuit people call qumiutit, or the ability in an emergency situation to pull out of stored memory information that will enable a person to cope, not panic. Traditionally, this was learned in a holistic manner, grounded in Inuit traditional guiding principles that were nurtured and developed from birth, and taught and reinforced in daily living. Throughout the term, Elijah took his students to an outdoor area to practise on-the-land survival activities, using both traditional and modern methods. He always took with him a knowledgeable Elder who could give the students the information they needed to store away in case of emergency. The students watched demonstrations of a skill a number of times. Each student then practised on his or her own, as Elijah and the Elder observed and assisted. Elijah knew that students need to have a high level of expertise in the survival skills appropriate for the northern natural environment. When students believed they were ready, Elijah created an opportunity for them to demonstrate the mastered skill to a group of Elders, who then (individually, then in consensus) determined if the performance was satisfactory. A student’s competence in a survival skill is often demonstrated by an end product. For example, competence in knot tying is demonstrated by a knot that serves its purpose, and competence in fire building is demonstrated by a fire that is robust. As the Elders judged each student’s performance of the skills, Elijah recorded the results. He shared the information with each student and his or her parents in a final report, as shown here. If a particular skill was beyond the capability of a student, the Elders identified other areas where that person could contribute to the common good of the community, and was accepted for the gifts he or she brought to the group. In this way, the Elders helped Elijah differentiate the learning path for each of his students. Classifying Three NFL Teams According to Attitude The National Football League was formed decades ago by the merger of two national leagues. The Super Bowl is the traditional season-end activity that crowns the national champion. Each team represented starts with one of the original leagues.The number of teams active in the NFL does not remain the same for longr.o. the game of professional football is big business and can be highly profitable. When the NFL announces that it has approved new expansion teams, there is intense competition among team less cities to attract one of the franchises. The game is profitable for team owners and for players, but it also is profitable for the cities in which teams are centered. It contributes to the local economy and enhances the stature of the city in where a team is located. Of course teams and their organizations are made up of individuals, but the teams themselves tend to settle into characteristics of their own. Once established in reputation, the team can remain with it for years regardless of the changes that occur within and around it. Example can be seen in any NFL team. The Tampa Bay Buccaneers are technically sound playing but very bad results. The team has been winning with much greater frequency in recent years, but it can expect to maintain the loser perception for years to come. As teams take on their its own personality. Most of NFL teams relies rely on assessment of the number of games won compared to the number lost during a season or over a number of years. Teams also can be classified according to that personality, or at least according to the personality perceived by fans and the press. With the classification of good, average and bad. The Tennessee Titans will be used to show the good team the Minnesota Vikings will represent the average and the Dallas Cowboys will fill the role of bad. The Tennessee Titans The Titans provide a good example of how teams can change the perceptions that have built around them over the years. In the case of the Titans, the change was effected by moving to a new state, changing the team name, replacing personnel and replacing the coaching staff. The Titans hardly have the same team at all, but they formerly were the Houston Oilers. You should keep in mind that as the Oilers, the team had posted so many consecutive losing seasons that it had managed to destroy the reputation built during the winning years.

It is undeniable that English language is a powerful language. It is spoken in most part of the world especially in developed countries for instance the United States, Great Britain, and Canada. This is an inescapable process of globalization, the process of extending social relations across world-space. Globalization leads to the commonness of English in several fields such as science, technology, economy, politic etc. The result of this is English dominating the world and disregarding minority languages. That is why English language is often named as â€Å"a killer language† that wipes out smaller languages and their cultures by exclusive use. The phenomenon of the exclusive use of English is caused by the attitude of a person or a community toward English. This attitude cannot be directly observed, it can be seen from the expression of positive or negative feeling toward it. This attitude may enable a language to grow and prosper or to decay and die. In this case, while English as a global language is growing, other minority languages are dying. The prominent reason for English dominating the world is positive feeling of speakers toward it which reflects in degree of importance, elegance, and social status. For instance in the degree of importance, English holds an important role in education, technology, politic and economy. The speakers of it feel that it is important to be able to speak and understand English because a wide range of information is provided in English. Beside there is a common believe in countries where English is spoken as a second or foreign language that knowing English makes people clever, to speak English is all we needed, when someone speaks English we think he is educated, when someone speaks English it creates a good impression for him, speaking English helps to get a job, people who speak English have more friends, people would like to be considered as a speaker of English, if they have children they want them to speak English, and they feel sorry for people who cannot speak English. I myself also feel the same ways. Those kinds of feeling lead English become a dominating language on earth. The consequence of this attitude is English as international language will spread widely. English becomes such a need which is required to be fulfilled in today’s life. Everyone has to be able to understand English, both orally and written. While this is happening, on the other parts of the world there are some less powerful languages which are trying to survive or even dead. Regarding to this phenomenon, UNESCO classifies languages as follows: When the number of people speaking a language is actively growing, it is considered healthy. When children are no longer taught a language, it is considered endangered. When a language is spoken by only a handful of elderly people, it is considered moribund. When no one at all speaks a language as a first language, it is considered extinct. It is so sad to know that from thousands of languages on earth; almost half of people of the world speak one of six dominant languages, English, Mandarin Chinese, Hindustani, Spanish, Russian, and Arabic. The other small languages are left behind. It is very important to preserve languages in terms of protecting any cultures. If it not, the world will become monotonous. Even if English language is very influential, we should maintain our identity, our nationality, that we have our own language that we can be proud of. Language will just die if the people will obviously no longer use it, but preserving it is one way of showing to the whole world how united we are as a nation because language is a keystone of culture.
